What's exactly the problem here?

1. Promoting ANN bumping group is not wrong nor illegal.
2. Buying high ranking accounts is not wrong nor illegal.
3. If a person was consulting an ICO that turned out to be dishonest, it doesn't mean that he did anything wrong or even knew about the scam. Or with that logic do you blame all workers of Mt. Gox and Blockchain.com for the scams their company did?

Just because you don't agree with him or don't like him, it doesn't mean that there has been any violation.
Get a life!

P.S. The reason for the use of alt-account is obviously that you tainted his account with fake negative trust scores. Assholes like you do it, to everyone who you don't like. For this reason lot of Bitcointalk.org user have alt-accounts, with what they can say what they want without the fear of getting revenged.
