From another perspective, government might have better estimation about number of Bitcoin users.

Theoretically government could ask all exchange for identity of every user who perform KYC, AML or other identity verification method. With big amount of data, they could count total of unique Bitcoin after processing the data (such as finding duplicate/identical data if user register on multiple exchange).
