Wallet is the set of private addresses with a common model . As a matter of fact Electrum is a client that can control as many wallets as you want. So your single Electrum client is able to control  both Legacy and Segwit addresses.  On my computer I have dozens of wallets  differing from type of addresses to derivation paths.
