That's right, because Litecoin was developed personally to make it easier for himself and also for others, and this is clearly different from Bitcoin Cash which was born from a hard fork so that its development is no longer being carried out.
I am not following both their developments but i am using both because the gambling sites have listed them and more over i did not invest much in bitcoin cash but it was airdropped for free and for a long time i used them to wager. What i do not understand what you mean by Litecoin developed personally by Charlie

He sold almost all of his premined coins because he thought it is not going anywhere or he wanted to take advantage of the instant richness, who knows and if he is taking care of development it is well and good.@OP just check the created date of both of these coins and you will have your partial answer
