The amount of deposited funds is paid to the player in full.
So sometimes you cancel the bets, and sometimes you don't - for no reason.

your case does not really differ, your account had 0 balance at the moment of closure, which means a player have it spent (played or withdrawn). In both scenario there is nothing to refund.
Try to cancel the bets and you will see a lot of mBTs on balance. I didn't withdraw it.
Answer this.
