To be honest there does not seem to be too much going on with regards to development but its achilles heel that stopped it being taken as a serious coin that can hold long term monetary value of substance is quite simply based on the fact it has an unlimited supply. As long as miners mine, Dogecoins will continue to be mined.

To my knowledge there is currently no real core group that can take Dogecoin in any direction, if there were a group that got involved and made some tough decisions about forking then capping Dogecoin then there will be a backlash but it might be worth it in the long run.
