Still, now new altcoin is being created, but they don't use BTCtalk anymore.
They can do as they wish since it's their own project if the teams think doing promotions outside bitcointalk can bring more chances to become a successful project then why not? There's no one force them to introduce or creating a bounty campaign of their project here
and here's all bounty's are scam.
