I thought importing and sweeping are the same thing. I meant import, sorry. So, importing the ChipMixer's private keys into a new Electrum wallet is fee-free, then I can send it to Binance, right?
Yes, you import the private-key and you'll have access to the address with the prefunded coins (e.g 0.002 BTC).

From there, you can just send directly to Binance. Keep in mind that waiting a bit before you do that highly increases your privacy, since it makes harder to connect your input (BTC sent to the mixer) with the output (the chip).
