According to that TOS, if someone uses 3rd party software such as VPN software to play gambling and not try to abuse the site and never change the IP from VPN, that does not allow them to register and play the game?

Use VPN to hide your real IP address and geolocation are bad attempts to cheat gambling sites. If a gambling site does not provide their services for your geolocation (means you are from restricted areas), it is best to choose other gambling sites to use.
VPN is always risky if you are playing on any site. It is used for two main reasons: to cheat platform; or to protect your privacy and it is very privacy-enthusiasts only.
Suddenly change your IP address or geolocations can be considered as suspicious log ins and it only puts your account under investigations by the system: for your security or for the site interests. For whatever reasons of investigation, it is not good.
I mean, not all people who are playing gambling want to cheat the casino. But if they can't access the site with their real IP while their country is on the grey side for gambling, they decide to use VPN. They use one of the IP from one casino without trying to change the IP to their device, and the VPN they used is Paid VPN which mean they have a specific country with many IP's.
But yes, personally, I will search for the other gambling site that will fit what I am searching to play gambling without a problem.
