We are thinking about a side over Binance Smart Chain in addition to Ethereum for the proof-of-vote part of our infrastructure.

i think you need to consider your project also in BSC as the fees in eth is still an issue to most users. but if you can wait for what may happen this april for eth network, see if there will be improvement in their gas efficiences.
btw, have you pitched this project to any government nearest to your jurisdiction? even in a small town or city, that can test your network? i think that would be great if you can present to us your guinea pig and see if you are successful with this new voting platform?
This is also our feeling on eth & bsc indeed.
Our techno is based on Precedence from inBlocks (
https://github.com/inblocks/precedence) which allows a sidechain with end-to-end cryptographic proof via patrica merkle tree so the cost impact will remain limited even on massive votes of several million participants.
For the test at the national level in France they do not listen to us while nobody knows how we are going to vote for the "Regional" elections in June...
On the other hand, we have 3 town halls in preparation, two of which have more than 20,000 inhabitants. Our tests are quite satisfactory but indeed we will share with you the evolution of our baby ...
