Obviously you can tell that they are shilling but that is not anymore part of the mods job, so it's not wrong if they are not doing anything. Shilling and lying could be different, as we might think these people are shilling but if we accuse of them lying, that requires evidence in order to prove such accusation. 

Looks lying and lying is different, one is suspecting while one is accusing.
