They still have "inactive" account rules and seem like they change the ToS after this issue getting into the public as well, but for "inactive" ToS the fund not removed is sending to you while you have stored address on the account. That's could be the reason, I don't find any information about the "dormant" account at the first time seeing on their ToS don't find any information about these but while re-check again find it that.
And see the situation post from @Victor seem like you also contacted with a different email, not the same as the email account.
