Because bull and bear runs aren't exclusively for bitcoin or the cryptocurrency industry as a whole. It pretty much applies to markets in general, especially the likes of the stock markets.

Now, just to answer your question, no one knows when a bull or bear market starts/ends. Just the same reason why no one can accurately predict short-mid term price movements.
