I contacted them twice to three times but what i received were their silences only...
For Binance, they refused to help because they cannot control the receiver...

Binance can't help even if they wanted to, as USDT is not with them anymore.
Regarding Whitebit, have you tried making a ticket on their website? I just checked their telegram and some users complained about sending UDST using wrong address, and they told them to do that. If I am you, I would try to contact them on Telegram again and explain the issue. Here is the Telegram link by the way
