No one can help you here to recover the funds because you send funds from one exchange to another so you are not in control on both ends. Contact both the exchanges and wait for their response and I guess Whitebit can recover the funds for you because they control the private keys of their wallets but the chances are very low.

I contacted them twice to three times but what i received were their silences only...
For Binance, they refused to help because they cannot control the receiver...

Whitebit is bad on the communication side of things but they will surely response.
As always, It's always advisable to contact any support via email as formal communication, but if whitebit is still silent about the matter get in touch with them on twitter they are active there,good luck.
