I don't know if there's a password on the paper wallet. If there is, you can't move it without the password.
Oh ok. I think i can't do anything then as i got my paper wallet from Dogecoin Core just these days.
My wallet is encrypted and locked so i believe transfer it using my private key, won't resolve the issue and my coins are still locked.
