No. The minimum amount that will be paid is not in actual fee (sat), but in feerate (sat/byte). ViaBTC can accelerate transactions that has feerate of 0.0001BTC/KB which is also the same as 10 sat/byte.

The mempool is very congested, and the feerate is back around 250 sat/vbyte. Just try to wait until the mempool become decongested.
