The only solution is message admin and try to unlock your account or better pay the small fees asking due to this.
Since the OP says that paying a small fee doesn't suit him, another possible option is to try registering an account with another device whose IP is not marked as dangerous.
As said above, you can ask any moderator to whitelist your account but it's less likely to happen
Did the previous admin or staff help other users with the same problem? If this is not the case, maybe the OP could use his current (unblocked) account as a last option.
