oh man... if you just wanted a little local Electrum server... I would have recommended electrs 
I have successfully had this running under WSL+Ubuntu (reading Windows based Bitcoin folder and connecting to it from Windows based Electrum)... it works a treat and has a relatively small footprint. It "syncs" relatively quickly if it's been offline for a few days, although the initial build+initial sync process can take a while.
