Why France and EU does not go ahead to make Pakistan a part of European Union?

Why France and EU does not go ahead to make Pakistan a part of European Union to control Mulhas or "Mulhas Ideology" instead of applying restriction or passing any "so called" resolution against Pakistan who holds around 30-40% of worlds politics. Pakistan has a very strong role in Politics around the world whether if there are talks/negotiations among US and Afghanistan or India and Afghanistan or whether if you trade against China. Applying such kind of restriction will not be good for long-term as Pakistan is able to do anything since it has a major role in Worlds Politics.
