I don't know if you have tried traditional p2p platforms before posting here, like localmonero fpr example. If you still find it difficult to buy monero using local fiat i can advice you a better safe method:
- Use your prefered payment method to buy btc from one of the p2p well known exchanges (bitpanda/localbitcoins/paxful..).
- Withdraw the btc to your personal wallet.
- Use binance exchange to buy monero as binance doesn't require KYC for less than 2 btc withdrawal per day.

Another option is to use the marketplace board of this forum, maybe you can find a good offer with a better rate.
