I am no expert by any means, but these types of projects usually require a team to be plausible–not just one person. I'll bet you'll need at least three people to help you come up with this project. When I built my start-up, I had to hire four remote webdevs who're still working with me now. They're pretty chill and I think it was a great investment. A little more expensive than a freelancer, but not a bad price.
