Nobody violated the rules on 1xbit.com
They just do not like winners and steal funds.
But the good news is that the police is currently investigating (Dutch police).
The KSA is also contacted, and they will penaltize 1xbit for offering illegal gambling.  Same thing that happened to 1xbet in the past, they got also penaltized. I thought about 400.000 EUR.
When that happens, the company will be mentioned and they can not hide theirself anymore after that.
