I love Team Secret twitter, but I am all for trash talk and some good banter. Some people take that stuff way too seriously. I am sure OG is remembering this meme and will retaliate when results go their way, as they should

Yup, that is the one. To be absolutely fair I don't know enough about DOTA rivalries and player history to judge it correctly. That tweet can have totally different context depending on relations between players. If for instance couple of them played together at some time in history than that tweet is just good banter. If they don't know each other well than it is borderline too much even for me.
Also the tweet should have been just "Thanks for keeping the DPC streets clean @TeamLiquid" and video. The part after the comma "thank you for taking out the trash" is sort of explaining the joke to dim witted audience and ruins the flow for me.
