It's just slightly more complicated to get a payment request shortly before making the payment.My understanding is that users would give away altcoins in a way that each account would receive fractions of a cent worth of the altcoin, but said altcoin would receive basically free advertising/promotion.
I don't think anyone is arguing to allow those again (but weirdly enough it has been happening on the bounty board for years).
