Do you have merchants already that signify their interest of using your platform in their payment system? If you don't have yet, I think, it is better to reach out to them and not the other way around. There are so many popular platforms today and of course they will choose the popular ones. At initial stage, you should be the one introducing and convincing them to try out your network. Because if not, I don't think they will use your platform voluntarily. At least a couple of merchants will be a good example that your network is working.
