Thanks, to be honest I'm tired writing them in Telegram. Seems, that they're doing withdrawals manually and can freeze you based on their own discretion.
The account is not locked, and I can keep trading. However the situation is worse now as they've put the same "pending" state on my new withdrawal (less amount, different coin), see here:

This is seen as a bad situation. They do not want to complete your withdrawal which they are going to be late. They want to keep your funds for as long as they like. I don't know why you use such exchanges, bad news is constantly coming out about such exchanges. And there is currently no support member of this exchange on Bitcoinalk, so there is less chance of getting a quick solution here.
