ETH prices are down very low. Is this the right time to all in ETH?
You should consider the price in march 2020 when the price fell down to 100$ and how i wish i bought that time as well , but i am full of Shit because instead of buying i consider other altcoins and that fails me bad.

Whoever went all in didn't make the choice as of yet. It seems like it doesn't know where it wants to go next.
