You could always take a ride there and see for yourself if you've got the time to spare (and assuming it isn't too far away from where you live). However I'm pretty sure any
BTCATM is going to charge you more than 3.99% to buy bitcoin--some of them I know charge
way more than that. But if you need bitcoin quick, ATMs are a convenient way to go.
Goinmerry listed the states that Binance doesn't service, so if you live in one of those you're out of luck--and you're probably out of luck with other exchanges as well. I'm in one of the restricted states and I wasn't able to use Ledger's partner (their name escapes me at the moment) to buy bitcoin using my debit card. I don't know why it's so difficult to do so, especially since
BTCATMs exist, but apparently it is. Good luck.
