It will be centralized, not backed by anything and generated from thin air - just like fiats are now. The only difference for end user will be lesser control over his funds for the favour of governments and greater surveillance.

The fact that governments create centralized currencies based using blockchain technology does not mean that it is the same as bitcoin.
