Anyway, I reported the issue on Github and someone already investigate. It seems that this is a new problem and nobody is using Bitcoincore for Win64 as an external wallet with Nicehash ... except me 
Nicehash is easy to configure and use, so it's more likely people also use wallet which are light and easy to use (such as Electrum).
P.S. Here's the link to GitHub issue, https://github.com/bitcoin/bitcoin/issues/22024. However, no one haven't found out why it happens.
