Polar Core version v1.3.0.0 is now available from: https://github.com/HugoPhoenix/Polar/releases

This is a new major version release, including:

Masternodes' Collateral increase to 40000 PA
Target Timespan and TargetSpacing change to 30 seconds
Last POW Block change to 2000000, total coin amount reduce from 950000000to 380000000
Add new checkpoints.
verbose parameter for getblock as integer
