That kind of announcements has always a huge impact on the market price but most of the time, after few hours it went back to its original price and I think the reason is some holders are selling when their is price pump. Many traders take the opportunity to take short term profit from every announcement about doge, some of them have realized that doge is increasing because of Elon hype so it's not forever that hype can affect the market, now the hype has faded like traders are no longer interested after Elon issued a negative tweet against btc
That is why it is considered as one of the pump and dump coins in the market. For me it is not worth is to scalp and day trade the doge since it has its own trend. Not like the other alt which are just follow the btc trend.
