The opposition to this measure is purely political in nature. The opposition (Democrats in this case) are having issues just because it is being implemented by a Republican governor. And one thing I want to specify here is that there is zero additional cost to the state treasury. The state of Ohio hands out scholarships on a regular basis. This time also they are doing it, but reserving some for those who get vaccinated.
