No premine, check the time for block 1. First 15,000 blocks are not covered by KGW which equates for 0.8% of all Hirocoin distributed once KGW starts working. You need to get some coins out to people to get a coin started and 0.8% is modest.

Do not worry, the markets take care of these things. If the coin is too abundant then the price will be lower, if scarce the price is higher.
