I don't get the "issuer" part.
If you're looking for a way to tell if any random address belongs to an exchange or wallet, the one suggested by Bitcoin_Arena will work in some instances.

Note: It doesn't work like there's an issuer note or something but using "Blockchain Analysis" so the result you get can be false specially if the address was a part of a "CoinJoin" transaction.
And not all services and exchanges are named, you'll only get "Wallet [NNNNNN]" names.

Sometimes, I can't access the site but AFAIK, it used walletexplorer.com's API for the "Wallet Name" field. But now it always blank "-".
The "Tags" are submitted by users and will be added whether there's a proof or not (so you shouldn't trust the tags fully).
