If they see it as a business and do it on an ongoing basis, I don't think they'll care if their account gets banned, because obviously they can create a new account whenever  although people who are banned will get banned again when they use another account on this forum and are discovered, but for those spam elements that way, people usually ignore it rather than care too much like you
