It seems that the limit is on how many times a user can make withdrawal from the free codes. The limit can be like 2 max withdrawals per month or something like that. If the limit is based on how many times a users can claim the codes then you would not be able to claim the codes daily several times. Good thing that they have a limit per user despite pumping out codes everyday, this kind of thing is definitely going to be easily abused if a person plans to do the exploit.
