This morning graymines had 8 workers, now just 1.
The delay you observed is a direct result of the collapse of networkhashpersec.
The reduced number of pool workers is likely related to the issue of coins stuck on segwit addresses.
GPU hashpower pretty much overwhelms CPU hashpower, very few blocks are mined with CPU so when GPU miners have been throwing hashpower at the chain and then suddenly stop, there is a huge drop in network hash and it takes time for the difficulty to adjust:
