Exactly. Although, there are some exceptions in the development board where some experts who don't hang out to bitcointalk very often, have similar amount of posts and merits.
It's quite simple: if you use the forum as a forum instead of an ATM, you can stop creating useless posts so your Merit-to-post ratio will improve.

that! Is there any BPIP page that shows a merit-to-post ratio? Not just the average merit you get on each post; it'd be
too simple. I'd like to see something more complicated. A person having 1000 posts and 100 merits shouldn't be shitpostingly equal with 10 posts and 1 merit.
