Texas in the United States is an ideal destination for miners, thanks to its abundant solar and wind resources,
If the electricity is indeed cheap as you claim it is good for miners not for "Chinese miners". US government may not be so kind to foreigners having a mining farm in their soil (specially coming from China that US is basically at war with) make a ton of money and take that money out.
It is naive to think Chinese miners are migrating to Texas!

First of all these two are contradictory, you can't both be friendly to bitcoin and not have it regulated.
Secondly US doesn't have a friendly stance to cryptocurrency.
Finally unregulated market is terrible for any business because you don't know what is going to happen next. For example you may wake up next morning to see you have to pay 90% tax on your mining profit or pay 10x the electricity cost if you are mining bitcoin because they decided to suddenly "regulate" things.

In other words electricity is 10 times more expensive in Texas.
