Every Exchange should have the information! The thieves would not be able to exchange them. Every user of bitcoin should have the information (preferably in an app) for local P2P exchanges.

If we were to do this now, all funds from MTGox will be freezed by us, the users/miners/exchangers, immediately. If these stolen bitcoins are sent to an exchange from tumbled wallets, exchanges can confiscate and return them to MTGox users... Furthermore if this information is constantly maintained in an app, users and local exchangers can prevent buying these stolen bitcoins.
