First thing may be the hash rate. When that comes back to the normal/expected levels, the miners will no longer get bitcoin so cheap.
Also I think that something technical could make Bitcoin resume its rise, or fuel it further if the rise has already resumed til then. It's the activation of Taproot soft fork in November.

Of course, if some more countries add it as legal tender, or a big company makes an announcement, it could also help.

However, keep in mind that certain news, from Germany's funds getting allowed to invest in Bitcoin to US banks allowing bitcoin purchases had no effect on the price (yet?) and as long as the hash rate doesn't recover, we may still stay on uncertainty.
