4. Governance levels
The federal republic has two levels of authority: Koinon government and Senexiate (polis level) government. Structure of authority is defined by Aeneas Koinon Syntagma.


4.1. Koinon government
 

Koinon government structure has two branches of authority: an exeptional Triarchy (two diarchs, elected from axiarchs and AI), an executive Ephor Synclite (10 ephors, elected from axiarchs, and AI advisor), Senexiate and a Ecclesia assembly (represent a polis government level, but timely consult a Koinon).
Full authority is held by Triarchy. The legislature (Ephorate, Senexiate, Ecclesia assembly) is advisory.
In the future, the assembly of ecclesiastes specializes in technical governance. The congress of senexes specializes in internal, but nontechnical, governance. The axiarchs selects the diarchs and ephors and holds them accountable, and specializes in compliance with external powers. All votes, elections and other public actions are logged in the Aeneas blockchain.
As in most parliamentary systems, each of these structures sets and enforces its own internal rules of operation.


4.2. Decentralized city-state (polis) government
Present Syntagma assumes only one decentralized city-state in Aeneas Koinon - Metropolis which is accountable to Koinon government.
In the future next Syntagma version will contain rules of setting up a new polises, their government structure, rules how to get polis citizenship etc.
