After logging into my account I have found that, the maximum withdrawal limit is 2000 mBTC. Seems like they haven't updated their FAQ page from a long period of time. His cash out amount is far away from the max withdrawal limit. Hopefully PBG will process his withdrawal quickly without making any issue. They should also update their FAQ page, otherwise it will create confusion like this.
