I was amazed after seeing bounties that there are too many newbie users with hundreds of activities and posts already with zero merit.
In broad terms, there are 39.579 distinct merited accounts on the forum, out of 3.338.617 accounts, so the vast majority is meritless. Of course, the numbers exaggerate the situation, since there are many accounts in the total toll that are inactive, pre-merit era, bot created with no activity, or banned.

This is not really new in that area but aren't they have any plans to rank up so that they could enjoy more the benefits of bounty hunting?
The forum’s aim is to be a discussion platform, not a self-centred bounty hunting terrain to be milked. The latter is a lateral perk, not a core objective. Forum objective may of course differ from personal objectives, but incentives (being ranks as such) are aligned to the forum goals.

I guess bounty hunting was never wrong unless you make some abuses like joining two or more accounts in a single project.
It’s not wrong per se(*), providing it does not lead to spamming all over to meet objectives. We’d probably need to distinguish between bounty reporting on social media, and signature bearing though. The former should not necessarily lead to spam, since it is self-contained in bounty threads, but paradoxically, requirements for Merits may cause spam on the forum.

(*) One should nevertheless consider what he is spamming all over the social media.

How do we make them realize the importance of ranking up and getting merits?
We’re all (basically) adults here, with some reading and thinking capabilities. People should be able to discern this, were it the case, on their own. This basically summarized the answer to all the following questions.
