If the government ask them to register online by providing their wallet and send them the bitcoin, maybe it can be done.
It is a promotional activity by the government to attract users to Bitcoin and giving away free Bitcoin is the best promotion they can give to attract new users because $30 might be a decent amount for the normal citizen to avoid.
But if that is real, it will attract more attention from people to get that $30 in bitcoin and maybe they will just hold it without want to sell it.
Besides that, it can help bitcoin grow in El Salvador because people will try to know and learn more about bitcoin.
I would be surprised if anyone would hold the giveaway, the poor will always consider it as an opportunity to get free money and usually move on and majority will be selling the coins once they get credited but some might use them for the long term, it is a tricky situation and it can be used as a test for adoption by other countries.
