Yes, it works.
The seed phrase provided by blockchain.com is BIP39 and can be imported into to electrum.
Blockchain.com use the path m/44'/0'/0' for generating addresses.
Those who cannot import the seed phrase generated by blockchain.com into other wallets like electrum have created their wallet before 2016.
