And what do you want ? Russia is a country where laws and regulations do not work. Property rights, interectual property - are not valid in Russia. Moreover, the state officially at the legislative level allowed Russian companies to steal technologies and not pay any fees to copyright holders! A country of thieves with a thieves' ideology - do not be surprised!
Maybe the idea of an intellectual right is not something that is embedded in the culture of Russia though I am sure this can be true in other countries as well. But what can be so brazen in Russia is that it is the government itself that is not respecting the laws covering intellectual properties, and this can be the biggest source of the problem. In other words, when you are based in Russia or dealing with some Russians especially those in power or in corporate hierarchy, you have to be careful not to divulge your ideas as they can adopt as their own. Disclaimer: I am sure that all Russians have this kind of mindset, though.
