Checked bisq, they don't accept PayPal. I had no problem using Paxful because of low amounts they don't require but their sending out fees is huge.
I was only commenting on a decentralized means to buy bitcoin, although I did not know PayPal is not supported, you can try to make a purchase on this forum with PayPal as I commented above by making use of escrow service.
